The Department of Health & Social Services, Division of Public Health is recruiting for a full time Public Health Nurse I/II (PHN I/II)

This is an exciting opportunity to:

  • Work with a team of six public health nurses to provide population-based public health nursing services
  • Become a member of the South Central Region of Public Health Nursing for the State of Alaska
  • Protect and improve the health of Alaskans through partnering with individuals, communities, and systems while championing self-reliance, dignity, and cultural integrity
  • Live and work in “The Last Frontier” of Alaska

This position is located in Wasilla, Alaska. Wasilla is one of Alaska’s fastest growing communities, along with surrounding areas of Palmer, Houston and Willow (the Matanuska-Susitna Borough). Wasilla is located approximately 45 miles north of Anchorage and is an important commerce and transportation hub along Alaska’s road system. The Mat-Su Borough is approximately the size of the State of West Virginia, with incredible mountain views, salmon rivers, hunting, hiking and skiing trails, and historical sites. Wasilla is also the Home of the Iditarod, Alaska’s premier distance sled dog race.

This Position is a Public Health Nurse I/Public Health Nurse II flex position. This means that an applicant can be hired at either level, based on experience. New graduates are encouraged to apply and would begin at the PHN I level.

If the PHN I successfully completes their competency based training plan and gains a year of public health nursing experience, they are “flexed” to the PHN II level. Below are descriptions of each level:

The Public Health Nurse (PHN I) is the entry level to the specialty of comprehensive PHN practice providing services at the individual/family, community and systems levels. The PHN I works under the supervision of a PHN III team leader as well as direction of the Nurse Manager (PHN IV.) The PHN I learns to work in partnership with individuals, communities, groups, organizations and systems on the core functions (community assessment, policy development and assurance) and 10 essential services to assess, plan, implement and evaluate public health nursing interventions, programs and projects as defined by the Quad Council of Public Health Nursing Organizations and in accordance with the Scope and Standards of Public Health Nursing Practice (ANA).

The PHN I is an entry level position with an emphasis on training. The PHN I develops the professional nursing judgment to use extensively as the foundation to:

  • Determine how nursing procedures can be individualized to meet client and community needs;
  • Assess, plan, intervene, and evaluate decisions necessitating interpretation of SOPHN Guidelines and Protocols;
  • Determine nursing diagnosis and subsequent nursing interventions;
  • Develop and implement nursing care plans;
  • Refer to other health care providers for follow-up or self-care;
  • Consult, coordinate, and problem solve with other health care providers, school personnel, other agencies, and community leaders.

The Public Health Nurse (PHN) II is competent in blending knowledge, skills and abilities from nursing and public health sciences to promote and preserve the health of Alaskans. Under supervision and direction of the PHN III Team Leader (TL), as well as direction of the Nurse Manager (PHN IV), the PHN II is fully competent to work independently in providing comprehensive individual/family, community and systems based PHN services. The PHN II works in partnership with individuals, communities, groups, organizations and systems on the core functions (community assessment, policy development and assurance) and 10 essential services to assess, plan, implement and evaluate public health nursing interventions, programs and projects as defined by the Quad Council of Public Health Nursing Organizations.

  • Specialized clinical knowledge of nursing skills and practice;
  • Sound knowledge of public health philosophy, principles, and practices as related to public health with a special focus on population-based individual, community, and system care;
  • High degree of interpersonal relationship/collaboration skills;
  • Excellent writing and oral communication skills, presentation skills, and skills in adult learning concepts;
  • Strong organizational skills, such as the ability to prioritize and organize workload, time, materials, and resources;
  • Strong computer skills, ability to use computer for email, word processing, internet searches, producing, and carrying out web-based, long-distance learning;
  • Sound judgment and decision-making skills;
  • Flexible and able to quickly adapt to change;
  • Self-motivated, works independently, completes projects, and works within the team environment;
  • Knows when to seek consultation and support, and does so as needed;
  • Able to maintain a strong working knowledge of Public Health Nursing and Nursing Administration Scope & Standards of Practice;
  • Provides exceptional customer service to both our section of Public Health Nursing (SOPHN) employees and the communities we serve;
  • Goes the extra mile to get the job done.

MINIMUM QUALIFICATIONS:

 

Public Health Nurse I
Bachelor’s degree in Nursing from an accredited college or university OR Direct Entry Master of Science in Nursing from an accredited college or university;
AND
A license to practice as a registered nurse in the State of Alaska, or eligible to receive a license to practice as a registered nurse in the State of Alaska.Special Note:
Candidates not currently licensed in Alaska may apply. A candidate applying under this option may receive a conditional job offer and may begin work after obtaining the required license.

Public Health Nurse II
Bachelor’s degree in Nursing from an accredited college or university OR Direct Entry Master of Science in Nursing from an accredited college or university;
AND
A license to practice as a registered nurse in the State of Alaska, or eligible to receive a license to practice as a registered nurse in the State of Alaska.
AND
One year of professional public health nursing experience in a public health organization (tribal, county, city, or state); OR One year of experience as a Public Health Nurse I for the State of Alaska.

Substitution:
A Master’s degree in Nursing or Public Health from an accredited college or university, in addition to the basic educational requirement (Bachelor’s degree in Nursing OR Direct-Entry Master of Science in Nursing), may be substituted for a maximum of one year of public health nursing experience.

Special Note:
Candidates not currently licensed in Alaska may apply. A candidate applying under this option may receive a conditional job offer and may begin work after obtaining the required license.

Experience in international health, occupational health nursing, or school health nursing may be substituted for a maximum of six months of required public health nursing experience. Credit will be pro-rated on the basis of three months of experience to one month of public health nursing experience. This experience must include identification and assessment of physical and/or emotional problems, referral of any problems requiring further care, and the follow-up of the care provided and assessment to determine the health status and priority needs of a population.

FLEXIBLY STAFFED
This position is flexibly staffed. This vacancy may be filled at either the I or II level, depending on the applicant’s training and/or experience. The full range of salaries is listed above. Starting salary will be determined by the level the position is hired at. If filled at Level II, promotion to the Level III will only occur upon successful completion of the probationary period and required training, as well as the applicant meeting the minimum qualifications of the higher job class and final approval by supervisor. It is recommended that you apply for all levels if you qualify.
